Health, Safety and Environmental, Director

    The HSE Director develops and manages the company HSE Program to be in compliance with local, state and federal HSE requirements, as well as the company internal HSE requirements. The goal is for the HSE program to progress to world class level. This position reports directly to the General Counsel. The HSE Director works with employees at all levels of the organization, advisors, and regulatory representatives. This position will have multi-site responsibilities. The HSE Director will also interact with the Executive Steering Committee in the development, implementation and execution of the company HSE Action Plan and HSE projects. Development is a key responsibility of this position. The HSE Director is responsible for the development and progression of all HSE employees working at the company.
    The HSE Director will have a staff consisting of driver safety, warehouse safety, and distribution food safety professionals - approximately 8 full-time exempt and non-exempt employees.

    Essential Functions of the Job:
    • Lead development of company strategic HSE Plan. Work with appropriate management and staff to implement and execute plan.
    • Maintain HSE compliance calendar, and ensure required activities occur to maintain HSE compliance
    • Lead and/or participate in the investigation of related employee concerns, HSE incidents, and Employee Observations/Near Misses, along with corrective action development, implementation and follow-up
    • Maintain and monitor effectiveness of HSE inspections
    • Evaluate effectiveness of existing HSE programs; determine the need for any additional programs; develop and implement additional programs as needed, or dictated by division and corporate management
    • Actively involved with Employee and Executive Safety Committees; evaluate recommendations; develop and implement corrective actions
    • Act as the company HSE contact with government HSE agencies
    • Ensure necessary data for environmental reports is tracked along with timely report submittal
    • Work effectively with Risk Management, Human Resources and all internal departments
    • Establish and maintain effective working relationship with Operations Center Management, owner operators, and employees
    • Facilitate and participate in investigations of injury or collisions - Root Cause Analysis
    • Implement and maintain comprehensive management system in support of the company HSE policies. Provide input to the business units in identifying and tracking appropriate key performance indicators and assessing site performance. Ensure compliance with all company HSE policies and regulatory requirements and work closely with all management to maintain a safe and healthy work environment.
    • Maintain and communicate HSE metrics as required to appropriate management
    • Participate in capital project reviews consistent with the level of HSE expertise needed. Assist with continuous improvement initiatives including addressing ergonomic issues. Provide leadership and guidance to safety committees.
    • Maintain all environmental permits as appropriate. Ensure the timely submission of applications for renewal, modification, and/or change to each site environmental permits. Work closely with the facilities to determine the need for outside environmental consultants.
    • Develop effective working relationships with HSE community and regulatory agencies as appropriate. Participates in professional industry groups to further develop individual capabilities and to benchmark activities throughout the industry. Keep abreast of all current and pending HSE regulations.
    • Respond to retail customer questions related to HSE
    • Research and respond to any notices of violations or warning letters from regulatory agencies
    • Collect and interpret injury data to identify trends and/or causal factors, such as a system failure, human error, incomplete or faulty decision-making, or a weakness in existing policies or practices or regulations
    • Supervise staff including hiring, training, performance management, coaching, handling disciplinary actions and recommending termination when needed.
    • Ensure company policies are consistently and fairly administered

    Required:
    • Bachelor of Science Degree in a related field such as HSE management and 7+ years of relevant experience at the exempt level
    • Ability to work in a matrix organization with multiple reporting responsibilities
    • Understanding of all components of Health Safety Environmental (HSE) Program, including accident investigation, industrial hygiene, life safety, machine guarding, environmental permitting and reporting, pollution prevention, wastewater, hazardous waste, property conservation, and ergonomics, including reducing ergonomic issues
    • Working knowledge of applicable health, safety and environmental regulations
    • Working knowledge of worker compensation, preferably in a non-subscriber environment
    • Knowledge of facilities and operational procedures
    • Must have high level knowledge of federal, state, and local safety, health and environmental laws; specific to DOT, OSHA, EPA, NFPA; to include Behavior Based Safety programs
    • Candidates must have a proficient knowledge of Microsoft applications: Excel, Work, PowerPoint, and Outlook
    • Good verbal and written, organizational, presentation skills with the ability to demonstrate superior reasoning, problem solving, and analytical skills
    • Proven experience in leading change and implementing new ideas and concepts
    • Track record of driving results through fact-based analysis and business process implementation
    • Demonstrated ability to build lasting relationships and to gain cross-functional alignment for execution

    Preferred:
    • Holds related professional certification or working towards an HSE certification, such as Certified Safety Professional (CSP), Certified Hazardous Materials Manager (CHMM), Associate Safety Professional (ASP), or Certified Safety Director (CSD)
